Geodata sets and services falling under the themes of Annexes I and II of the INSPIRE directive are in compliance with the Regulation (EC) No. 1205/2008 on the implementation of the INSPIRE Directive as regards metadata to be described by metadata. To this end, the metadata editor as provided by the Commission can be used. Compilation of the metadata does at this stage not yet include their provision via search services, which is required only as from the year Jahr 2011.

Note: Basically, geodata must be provided for the geodata sets and services which are reported in the INSPIRE Monitoring.

Geodata sets and services for which there exist INSPIRE conformal metadata must be made available via search aand view services in compliance with the Regulation (EC) No. 976/2009 on the implementation of the INSPIRE Directive as regards network service. At this time, the geodata sets do not yet have to be supplied in the INSPIRE data model according to the Regulation (EC) No. 1089/2010 on the implementation of the INSPIRE Directive as regards interoperability of geodata sets and services but only in the form in which they are available at this point in time.
The initial operating capability includes the existence and functionality of the services mentioned, but not yet fulfillment of the qualitative requirements on performance, capacity and availability of the services.

Note: By the Geodata Catalog.de a central INSPIRE search service is offered through which the metadata can be provided in an INSPIRE conformal manner. Therefore, it is sufficient to make the metadata available via the network of the Geodata Catalog.de (GDK-DE).

The geodata sets and services must be provided via search and view services in compliance with the Regulation (EC) No. 976/2009 on the implementation of the INSPIRE Directive as regards network services and with strict observance of all qualitative requirements laid down in the regulation concerning performance, capacity and availability.
At this point, the geodata sets do not yet have to be available in the INSPIRE data model according to the Regulation (EC) No. 1089/2010 on the implementation of the INSPIRE Directive as regards interoperability of geodata sets and services but only in the form in which they are available at this stage.

Note: The GDK.de takes the load off the geodata-keeping agencies, given that through the provision of a central search service the relevant requirements on service quality have to be met only at one authority.

Geodata sets falling under the themes of Annex I of the INSPIRE directive are to be provided in a manner conformal with the Regulation (EC) No. 1089/2010 on the implementation of the INSPIRE Directive as regards interoperability of geodata sets and services (data specifications).

Beyond that, the Regulation No. 102/2011 concerning the modification of the aforementioned regulation became effective on 24.02.2011. With this variations regulation the so-called code lists on the data specifications, which initially had been contained only in the legally not binding Guidance Documents, were adopted into the text of the regulation. Implementation of the variations regulation, that is, observance of the code lists contents during provision of the geodata sets on the themes of Annex must be effected by 4.02.2013.

Data provision does not refer to already existing geodata sets, but only to such ones that have been newly compiled and largely restructured after adoption of the regulation specified here (23.11.2010).

Note: Coordinated supply of INSPIRE conformal geodata sets within the technical GDI-DE networks is being prepared in Germany. The technical networks offer to geodata-keeping agencies the possibility of coordinating the necessary harmonization measures within the GDI-DE while taking into account the cost and benefits.

Geodata sets falling under the themes of Annexes II and III of the INSPIRE directive are to be supplied in conformity with the Rules of implementation as regards interoperability of geodata sets and services (data specifications).

Provision does not refer to already existing geodata sets, but applies only to those ones that have been newly compiled or largely restructured after the adoption of the regulation cited here (10.12.2013).

Geodata sets covered by the themes of Annex I of the INSPIRE directive must be provided in conformity with the Regulation (EC) No. 1089/2010 on the implementation of the INSPIRE Directive as regards interoperability of geodata sets and services (data specifications).

Moreover, on 24.02.2011 the Regulation No. 102/2011 on the modification of the regulation mentioned entered into force. By this variations regulation the so-called code lists referring to the data specifications, which in a first stage were contained only in the legally not binding Guidance documents, were adopted into the text of the regulation. Implementation of the variations regulation, that is, the observation of the contents of the code lists during provision of the geodata sets on the themes of Annex I, must be completed by 04.02.2018.

Provision refers to the geodata sets which already existed before the adoption of the regulation cited here (23.11.2010).

Note: It is assumed that this date applies to most of the geodata sets falling under the themes of Annex I of the INSPIRE directive.

Geodata sets covered by the themes of Annexes II and III of the INSPIRE directive are to be provided in conformity with the Rules of implementation as regards interoperability of geodata sets and services (data specifications).

Provision refers to the geodata sets which existed already before adoption of the regulation cited here (probably in December 2012).
