Metadata describe spatial data sets and services like a label describes the content of a can. They are necessary for users to find spatial data sets and services in a spatial data infrastructure.

What needs to be done?

You are a spatial data owner who provides INSPIRE-affected spatial data sets and services? Then you have to describe them with the help of metadata and you have to do it according to the requirements of the Regulation implementing the INSPIRE Directive as regards metadata. Usually, the states (Bundesländer) offer metadata editors, which can be used free of charge for the collection of metadata.

The SDI Germany Contact Points at federal and state level are prepared to advise and to support you with the collection of metadata.

How do we implement the INSPIRE requirements to metadata within the SDI Germany?

In the SDI Germany, the Working Group Metadata (WG Metadata) supports the implementation of the INSPIRE requirements to the collection and provision of metadata. The INSPIRE requirements were checked in the WG Metadata and are considered in the architecture document Conventions for metadata. The basic agreements for collection and provision of metadata in the SDI Germany are determined in this document.

The WG Metadata will gladly help you with advice in questions on the technical implementation of the INSPIRE requirements to metadata.

Whether your metadata meet the requirements of INSPIRE or the conventions on metadata agreed in the SDI Germany you may check with the help of the validation tool GDI-DE Test Suite.

Documents and further information

The Regulation implementing the INSPIRE Directive as regards metadata entered into force on 24 December 2008. It is directly applicable in all Member States and regulates what has to be implemented.

All INSPIRE-relevant spatial data sets and services must be described with the help of metadata since the end of 2013 (see Time Schedule).

In particular, the accompanying "Technical Guidance" documents are relevant for the concrete technical implementation of the Regulation. They describe how the Commission Regulation might be implemented.

In the SDI Germany, the documents of the architecture concept are particularly relevant for the technical implementation. They indicate how the requirements of INSPIRE are implemented in the SDI Germany.

Additionally, there are further guidelines and recommendations for actions in the states (Bundesländer), which consider state-specific features additionally to the requirements of the SDI Germany and support the collection and provision of metadata in the respective state.
