Data Sharing

For the use of INSPIRE-affected spatial data sets and services by the institutions of the European Commission there are requirements to the license models to be used. The member states grant access to spatial data sets and services to the European bodies and institutions under harmonised conditions.

What needs to be done?

If you want to provide your INSPIRE-affected spatial data sets and services to the institutions of the European Commission as a spatial data owner, you have to use license models which correspond to the requirements of the Implementing Rules of the INSPIRE Directive as regards the access to spatial data sets and services of the Member States by Community institutions and bodies under harmonised conditions.
You can find examples for such license models (so-called INSPIRE Licences) in the appropriate “Technical Guidance” document.

Documents and further information

The Implementing Rules of the INSPIRE Directive as regards the access to spatial data sets and services of the Member States by Community institutions and bodies under harmonised conditions entered into force on 19 April 2010.
It is legally binding in their entirety in all Member States and regulates what has to be implemented.

In addition, the accompanying "Technical Guidance" documents describe the technical implementation of the Implementing Rules. They define how the Implementing Rules might to be implemented.

Profiles

In particular, the accompanying "Technical Guidance" documents are relevant for the concrete technical implementation of the implementing rules.  They indicate how the implementing rules can be implemented. The Profiles that are compiled by the national Professional Networks offer a summary of the specifications of the Annex I Themes in German.  For the Themes of Annexes II and III, they are not yet available completely. In addition to the Profiles, the GDI-Südhessen (http://www.gdi-suedhessen.de/gdisuedaktuelles/inspire0/review/) has generated and published so-called Extracts (brief summaries) for almost all data specifications of the Annexes II and III. However, they are based on the Version 2.0 and therefore are partly no longer up-to-date.
